Board of Directors Meeting September 15, 2007 Rantoul, Illinois
The meeting was called to order at 1:30 pm by Region President Richard Heyde. Invocation was given by Rev. David Leeper. Bob Moyers, 1st Vice President led the members in the Pledge of Allegiance to the flag Recording Secretary Barbara Bergen took the roll call of board members and staff.

There being a quorum present, President Richard Heyde, requested the reading of the minutes from the September 16, 2006 meeting in Goshen, Indiana. It was moved by 1st Vice President Bob Moyers and seconded by Raymond Brunk to dispense with the reading. This motion was approved and and the minutes of 2006 were unanimously approved as printed.
Treasurer’s Report:
Treasurer Ron Gordy presented his report. The report showed a checking account balance of $16,890.30 as of September 10, 2007. Total assets of $19,614.30. Total Liabilities $14,232.00. Total Equity $5,382.30. After a lengthy discussion about how to determine profit or loss of the Region the report was accepted as read and was filed for approval by the auditing committee. A copy of the report is attached to the permanent copy of these minutes.
Correspondence:
The Recording Secretary reported receiving no correspondence.
Membership:
Second Vice President Louise Humble reported that Region 5 total membership of 440 in 2006 has dropped to 415 members in 2007 which is a 6% loss. That is slightly high than the International Club which reported a 5.1% loss in membership. She encouraged all members to recruit new members, be it a M.A.L. or a nonmember Airstream owner. Encourage these Airstream owners to make a commitment to a specific unit. Membership recruiting needs to be the job of everyone in our club.
Caravan:
First Vice President Bob Moyers reminded us that Wally Byam Caravan Club International is our name and caravans should be an important part of each units’ total program. Every unit should have at lease one caravan each year, be it long or short in time or distance. Many of our units are doing this and finding fun, fellowship and adventure.
Legislative:
Chairman resigned, no report.
Community:
Chairman Carol White selected the Community Service Center of Northern Champaign County for this years’ community service project. This agency serves 300 families each month. A group of 12 WBCCI members from Northern and Southern Illinois Units prepared food bags, stocked shelves and served recipients with food donated by our members. A total of $289.69 was contributed between September 1-13 for the purchase of food to help fill the shelves of the center. Carol encouraged all units
to develop ongoing community service projects in their areas.
A thank you letter was received from Andrew Kulczycki, Executive Director of the Community Service Center, for the money donated.
Contributing Editor:
Chairman Nancy Green was praised for her faithful contribution to the club and the interesting articles she submits to the Blue Beret. Region 5 had an article published in every issue of the Blue Beret this past year.

Report on 2008 & 2009 Rallies:
First Vice President Bob Moyers announced the 2008 & 2009 Rallies will be held at Brandenburg, Kentucky. The area will be new for us, is close to many exciting places, and offers new things for us to see and do.

New Business:
Second Vice President Louise Humble made a motion asking the Region 5 Board to approve an unnumbered caravan “Where the River Road Begins” to be run September 18 thru October 6, 2008. Jerry Humble will be the leader. There will be no monetary cost to the Region. The caravan will operate on a “kitty” fee. Bob Moyers seconded the motion. Motion passed.
Second Vice President Louise Humble requested a committee be appointed to investigate the procurement of a brochure to promote membership in Region 5. The committee will be looking for a fair and equitable method of financing this project. President Heyde appointed the following members to this committee. Louise Humble Chairman, Dan Kachele and Bob Koch as members.
Announcements:
President Heyde made the following announcements;
Bill Schrader will be the Chairman of the 2008 Computer Rally to be held starting
September 7, 2008 preceding the Region 5 Rally.
Reminded all units that new officer and activities report forms are due in Jackson Center no later than November 1st. Copies of all report forms must be sent to each Region Officer.
Region 5 Florida State Rally dinner is scheduled for February 21, 2008 at the Methodist Church in Sarasota.
Region 5 luncheon at the International Rally in Bozeman, MT. is scheduled for Sunday, June 29, 2008.
Unit Presidents need to keep in mind future Region Rally dates when scheduling their rallies to avoid conflicts. Future Region 5 Rally dates set by the Board are September 10-14, 2008; September 9-14, 2009; September 15-19, 2010
Region 1st Vice President Bob Moyers requested that all unit caravan leaders to please notify the Region Caravan Leader if their unit is having a caravan.
Unit Presidents introduced their spouses.
Region Vice Presidents and Region Staff introduced their spouses.
President Heyde introduced his wife, Judy, saying she was an extremely important part in getting this rally together. The President announced 87 units were on site for this 2007 Rally. He said the largest percentage of attendance at the Rally went to the Southern Illinois Unit, with Midwest being second and Central Indiana third.
International 2nd Vice President Tom Collier and wife Norma announced they registered 19 members for the 2008 International Rally in Bozeman, MT. Sixteen took 30 amp electric service and three took 3 amp.
